What is merit-based hiring?

Merit-based hiring selects candidates strictly on job-relevant ability and evidence, skills, experience, assessed performance, using consistent criteria applied to everyone. In practice it combines structured interviews, objective scoring, and bias-reduction tooling such as blind screening, so the best-qualified person wins regardless of background.
